What to Expect

Full Council is where Mid Ulster’s forty elected members formally ratify the recommendations that have already been worked through the council’s committees, covering planning, environment, leisure, development and corporate policy. The meeting runs on a monthly cycle alongside the council’s Audit, Planning, Policy and Resources, Development and Environment committees, and sittings rotate between the council’s offices at Dungannon, Cookstown and Magherafelt. The council publishes each month’s confirmed date, time and venue on its CMIS meetings calendar, usually only a few weeks ahead, so check there before travelling. The last confirmed Dungannon sitting fell on a fourth Thursday at 7pm, and the September meeting is expected to follow the same pattern.

Agendas go up in advance through CMIS, with the council noting that the open-business document pack is made available from 1pm on the day of the meeting. Business typically covers minutes from the committees, notices of motion tabled by individual councillors, and matters reserved to Full Council rather than delegated. Members of the public may attend the open portion in person, and the council streams its meetings on its YouTube channel for anyone who cannot get to the chamber. Press are accommodated separately from the public gallery, and confidential items are taken with the gallery cleared. Meetings can run from an hour to several depending on the agenda. This is civic procedure rather than spectacle, and it is the clearest way to see how budget, planning and policy decisions across the district are actually made.

Getting There

The council’s Dungannon office is on Circular Road, on the edge of the town centre. Dungannon sits just off the M1 at junction 15, about forty miles from Belfast, with the A29 running north to Cookstown and south to Armagh. There is visitor parking on site, and the office is a short walk from the town’s main shopping streets. Ulsterbus services connect Dungannon with Belfast, Armagh, Cookstown and Omagh, though evening services are limited.
