Carlow Speed Limit Bye-Laws Public Consultation Closes

What to Expect

Carlow County Council opened a public consultation on 21 July 2026 titled “Built Up and Urban Area Speed Limits, Pre-Draft Special Speed Limit Bye-Laws of 2026”, and it closes at 12.30pm on Friday 21 August. This is the pre-draft stage, which is the point at which the council gathers views before it writes the draft bye-laws rather than after. In practice that makes it the more useful of the two windows to speak up in, because nothing has been set down on paper yet.

Special speed limit bye-laws are how a local authority sets limits on individual roads and through individual towns and villages, as distinct from the default limits that apply nationally. If there is a road through your estate, a stretch outside a school, a village main street or an approach road where the limit does not match how the road is actually used, this consultation is the formal channel for saying so. Submissions are made through the council’s own online consultation portal at consult.carlow.ie, where the consultation documents are also published. Anyone can make a submission, there is no charge, and you do not need to be a resident of the road in question.

Getting There

Most people will take part online and never need to travel. If you want to view documents or hand in a written submission, County Hall is on the Athy Road on the northern side of Carlow town, with parking on site and public offices open Monday to Friday during business hours. The Athy Road is the R417 running north out of the town centre, a walk of roughly fifteen minutes from Tullow Street, and Carlow railway station is a short distance away on the same side of town.
